Strategic Building Solutions was engaged by the Massachusetts Division of Capital Asset Management (DCAM) to conduct a Retro-Commissioning Pilot study for the Edward W. Brooke Courthouse in Boston, MA. This 427,300 gsf municipal courthouse was constructed in 1999 and includes approximately 28 courtrooms, computer data center and an underground parking facility. The objectives of the Retro-Commissioning program were:
- Bring equipment to its proper operational state
- Reduce energy consumption and demand costs
- Improve indoor air quality and comfort
- Provide a retro-commissioning deficiency list and issues log generated from the functional performance testing
SBS’ Planning & Investigation study followed the BCA’s “Best Practices for Retro-Commissioning” and included the following elements:
- Energy use analysis and baseline establishment
- Building staff interviews
- Building documentation review to define Current Facility Requirements
- Facility walk-through to develop customized building operation plan
- Provide system performance testing on all major HVAC equipment
- Develop Master List of Findings with annual energy calculations
The resulting Retro-Commissioning Pilot Study provided MA DCAM with a broad assessment of the major energy-consuming systems within the courthouse facility and identified potential energy consumption and electrical demand reduction opportunities. In addition, the report also provided a plan for the consideration of proceeding with the implementation of the findings.
