Strategic Building Solutions was engaged to provide commissioning services for the mechanical and energy consuming systems associated with the repairs and upgrades to the Framingham District Court. The courthouse remained occupied throughout construction with renovations impacting occupied areas taking place during alternate work shifts. The project was a renovation project incorporating an addition which included a new entrance and minor mechanical upgrades to include a new boiler plant, upgrades to existing air handling units, and the addition of a new direct digital control (DDC) system.
The primary objectives of commissioning services included:
- Confirmation and documentation that the mechanical systems for the project fulfilled the functional and performance requirements of the Owner, occupants, and operators;
- Establishment and documentation of the Owner’s criteria for system function, performance, and maintainability; verification and documentation of compliance with these criteria throughout design, construction, start-up and the initial period of operation;
- Ensuring that complete operation and maintenance manuals, as well as training on systems operation, were provided to the building operators to allow the building to operate as intended;
- Development and coordination of the execution of a testing plan which included observing and documenting performance of commissioned systems to ensure that they are functioning in accordance with the Owner’s Project Requirements and contract documents;
- Assistance with problem solving and addressing non-conformance issues and/or deficiencies
The goal of the commissioning process was to verify that the design met the Owner’s functional requirements, that the equipment was installed as designed, and that system performance met the design intent and the Owner’s needs. Through this process, several deficiencies were identified and corrected and/or accepted by the Owner.
